FTC11XG is a SwOS device so it provides very little management possibilities by itself. Since your SFP module is ONU, it needs quite some configuration (and that can't be done via SwOS). The only thing that SwOS can do is adjust SFP+ port speed to what ONT module expects/requires.
Many of those SFP ONT modules have in-band configuration and you can access it's management interface from another device (e.g. a PC), connected to same switch (e.g. RJ45 port of FTC11XG) but accessing ONT's management IP address. Which obviously only works after FTC11XG and ONT module start to communicate.
