Beginner Basics • Public IP on LTE USB dongle

I can not understand this behaviour.
I have a USB LTE dongle k5160

Plugging this dongle in the old router, I always get a public IP
At the same, in a Windows 10 laptop, even without specific drivers, and using the proper APN, I get a public IP.

Why on the RB5009 I get always private IP?

In this moment I get looking at the IP--> addresses
192.168.9.100/24

Am i missing something?
