General • RB951G-2HnD can't upgrade routeros from 7.13 to 7.13.1 or 7.13.2

My RB951G-2HnD is running ROS 7.13. I tried upgrading to 7.13.2. I uploaded the proper 7.13.2 NPK file, rebooted, and was still on ROS 7.13. The uploaded NPK file was gone from the FILES area, so the router did something with it.

I want to pin this down before I upgrade any other devices.

Where did I go wrong? What am I missing?
