When i read this, i get a feeling of that your isp only lease out only one ip.
So when you tries to test your router, your public isp ip has already been leased out to your computer.
So how to get this working, you have to release the ip from from what equipment that have the ip.
With Windows computer you can try to just run cmd as administrator and run command ipconfig /release and when disconnect the cable and connect the cable to the router.
