I'm curious with which PLC you are using ?
I do not fully understand what you are trying to say, but to me it sounds to me you have the PLC using DHCP, if so, I would make the PLC static IP.
When you say 'turning on supply, device doesn't connect', what device are you talking about here and connect to what, the SXT or connection to 4G side ?
You need to be very clear and concise.
What is the network topology ?
Is it SXT to some switch and then PLC into switch ?
Is the switch managed ?
What else is on the local network, more than one PLC or any HMI or other devices such as VFDs ?
