Why are you trying to install some particular versions (none of them are latest and greatest)? Simply upgrade ROS by running the procedure inside ROS (it fetches all the required packages without human intervention). After ROS upgrade, upgrade routerboot as well. With decently modern ROS (6.43.7 should be modern enough), all the protected routerboot features are managed from UI and no additional packages are needed.
