Beginner Basics • accept one url and drop all network

Hello Dears,

I am using ROS 7.13.2 and I want one url to be accept in firewall (for VPN users) and other of the urls (all network) should be drop!
I tested in different ways, such as layer-7-protocol, content and TLS, but the firewall doesn't care about accept rule and drops everything!
In another case, if a url is drop and the other of the network is accept, it will work correctly.
Please provide a solution...
