An Endpoint (combination IP address and port) is unique, hence you can only forward a port once.

To options to handle this situation:

1. different IP address
2. different port

As the port is fixed (by Steam), only a second public IP address would solve this problem. Can your provider supply you multiple IP addresses? Or perhaps IPv6 would be a solution...
