Quieter?
I don't think they exist (with the same flow), there are quieter models but they have much lower airflow, maybe, since the two fans in the 1016 are redundant, it can work, but cannot say, without modifying the connections, see:

There are manufacturers like Noctua and Arctic that make lower noise fans, but again they deliver much less airflow, you will have to look in the gaming/desktop modding space, it also depends on how much your router is stressed, you will probably want to add in the mix a fan controller, I don't think you can actually "plan" or "design" much, you have to go through experiments.
Usually people desperate for the noise of these fans make a mod using a larger fan, but in the case (pardon me the pun) of a Mikrotik router there is simply not enough space, now that 3D printing is affordable to many, people have come out with all sorts of adapters, example:

BTW, check that you aren't in the case of defective capacitors that make the fan go faster then needed:
